It starts with the problem of taxonomy. On 5 March, at a time when the UK had attributed 1 death to COVID-19 and identified 108 ‘cases’ of SARS-CoV-2, the Secretary of State for Health and Social Care (Matt Hancock) made The Health Protection (Notification) (Amendment) Regulations 2020 into law. This first amendment, which would not require resolution by Parliament for 40 days from when it returned from its extended recess on 21 April, added COVID-19 and SARs-CoV-2 to the list of, respectively ‘notifiable’ diseases and ‘causative agents’. Under this change to legislation, medical practitioners have a statutory duty to record COVID-19 on a death certificate — as they do not, for example, with pneumonia, the primary cause of death from respiratory diseases.
